Who must comply with the EU Accessibility Act
The EAA applies to specific products and services placed on the EU market after 28 June 2025. This page lists the in-scope categories and the limited microenterprise exemption.
Products and services in scope
Services in scope include e-commerce platforms, consumer banking, e-books, audiovisual media access services, transport-related information and ticketing, and electronic communications.
Products in scope include consumer computing hardware and operating systems, payment terminals, ATMs, ticketing machines, and e-readers.
Microenterprises (fewer than 10 employees and annual turnover or balance sheet under €2 million) providing services are exempt from the obligations — but not from voluntary best practice.

Frequently asked questions
What about B2B-only services?
The EAA targets consumer-facing services. Pure B2B SaaS is generally out of scope, but procurement-side accessibility requirements (e.g. EN 301 549 for public-sector buyers) may still apply.
Is my marketing site in scope?
A standalone marketing site is usually not in scope on its own, but if it is the entry point to an e-commerce flow or a covered service, those connected pages must conform.
